A report based on a study by Mariana Mazzucato and Douglas K. R. Robinson describes the close connections between global industries and identifies the triggers that have led to the creation of an active industrial space policy.

European public agencies and the private sector can define, develop and operate space infrastructures, technologies and services that can be used to help tackle societal challenges.

The report proposes two broad considerations for ESA’s downstream market creation policy.

The first is that mission-oriented policies are needed in order to create and shape markets.

The second is that building dynamic new relationships between ESA and the other public and private actors in the national and European innovation ecosystem is key to creating a sustainable and competitive European space sector.
