2 - Initiation Phase

For the approved activities, the initiating services assign a Technical Officer in charge of coordinating, within the initiating services, the preparation of the preliminary version of the technical and managerial elements of the intended Tender Action

The initiating services review and validate the preliminary version of these documents, propose a list of persons to be nominated as members of the Tender Evaluation Board (TEB), and launch the request to proceed with the Tender process.

The Contracts Department is responsible for validating the nomination of the TEB members. The TEB comprises the Technical Officer and the responsible Contracts Officer, together with technical specialists from the initiating services and from outside such services.

The TEB participants are bound by rules relating to secrecy and non-interest during the overall process, including the evaluation.
