EMITS to esa-star Publication migration plan
EMITS users are recommended to take note of the migration plan as the Agency moves from EMITS to the new esa-star tools for doing business with ESA from 23 March.
To allow for the deployment of the new esa-star modules, the following outages of the Agency's IT systems are expected (all times in CET):
- an outage of esa-p between 19 March at 13:00 and 22 March at 08:00
- an outage of esa-star (Tendering and Registration) between 18 March at 13:00 and 23 March at 08:00
- all EMITS functions will no longer be accessible as of 18 March at 13:00
The new esa-star Publication will replicate all the main EMITS functions users are familiar with. The new system features a more modern look-and-feel and can be accessed through a very intuitive and more flexible user interface. Comprehensive manuals, video guides and self-training material will be available within the system itself, under the Help link.
Regarding Tender Actions published on EMITS by ESA:
- All running ESA Tender Actions (i.e. Tender Actions with a closing date after 18 March at 13:00) will be migrated to the new esa-star Publication system and will be found, in the same status as they were on EMITS, in esa-star Publication upon GoLive
Regarding Intended Tender Actions and Tender Actions published by External Entities through EMITS for External Entities / ESA Programmes (e.g. used for Best Practices, etc.):
- all active Intended Tender Actions and all running Tender Actions (i.e. Tender Actions with a closing date after 18 March at 13:00) will be migrated to the new esa-star Publication system and will be found, in the same status as they were on EMITS for External Entities, in esa-star Publication under the corresponding ‘Non ESA Tender Actions’ sub-section upon GoLive
- all non-active (i.e. completed, cancelled, archived, etc.) Tender Actions published within EMITS will be migrated to the new system and will be available again in esa-star Publication under the corresponding ‘Non ESA Tender Actions’ subsection upon GoLive within the week immediately after GoLive
- any running Tender Action relative to ESA Programmes that External Entities may have published under ‘EMITS for External Entities / non-ESA Programmes’ will be migrated to the corresponding ‘Non ESA Tender Actions’ sub-section upon GoLive
- external entity users requiring access to documents relative to non-active Tender Actions before the migration is completed will be able to submit a request to ESA IT Service Desk and will be sent the corresponding electronic files
Regarding Tender Actions published by External Entities through ‘EMITS for External Entities / non-ESA Programmes’
- This function will be discontinued as of 23 March and will therefore not be ported to the new system
- Users wishing to make a backup of any information existing under this functionality are strongly advised to do so before 23 March.
Note: From 23 March 2021, any documents that are currently issued on EMITS containing the URL https://emits.sso.esa.int/emits/owa/emits.main can be accessed through the new esastar Publication module at https://esastar-publication.sso.esa.int. This includes documents such as cover letters, SCT, contract and proposal templates.
No clarifications will be issued for individual Tender Activities.
