About NAVISP
ESA’s Navigation Innovation and Support Program (NAVISP) is a key enabler for innovation and competitiveness and a strategic tool of ESA to support and develop the overall European positioning, navigation and timing landscape.
In our interconnected world, positioning, navigation and timing (PNT) services underpin everything from automated drones to precision farming to electricity grids and financial networks. In this context, NAVISP emerges as a primary public funding initiative in this area, driving innovation beyond satellite navigation.
NAVISP aims to cultivate competitive industrial capacities while pioneering the advancement of novel technologies to augment, supplement and even replace current PNT systems.
The programme explores the utilization of local augmentation techniques, merging receivers with additional sensors, and combining signals from various satellite navigation constellations in different orbits. Additionally, NAVISP studies the integration of satellite navigation with terrestrial technologies, as well as complementary positioning and communication methods.
NAVISP is structured into three programmatic elements:
- Element 1: Innovation. NAVISP Element 1 strives for innovation in the PNT sector's complete value chain. Specific objectives include conducting feasibility and viability studies for novel PNT concepts, actively participating in the formulation and implementation of PNT technology innovations and showcasing proof of concept for promising PNT-driven services. Element 1 projects are ESA-driven and fully funded by the Agency.
- Element 2: Competitiveness. NAVISP Element 2 focuses on enhancing the PNT industry capabilities and global competitiveness of participating states. This ensures industry readiness for emerging PNT market opportunities, emphasizing products for commercial or institutional use. The ultimate goal is to support the industry in developing products ready for commercial use, facilitating entry into more challenging product development by sharing the associated risks. Element 2 projects are industry-driven and co-funded.
- Element 3: Support to Member States. NAVISP Element 3 supports participating states in their national PNT strategies, promoting the development of satellite navigation and PNT products. It encourages collaboration and partnerships and supports the technical development of PNT products and services in various strategic areas, such as infrastructure management and testing campaigns. Universities, research centres and national agencies are invited to propose projects aligned with national strategies. The projects in Element 3 are driven by the industry based on institutional needs and fully funded by ESA.
