2003: On 27 May 2003, an ESA ministerial meeting adopted a resolution reaffirming the commitment of ESA to enhanced co-operation with the EU. It was recognised that the two organisations had distinct missions and aims.

Early in June, the draft EU Constitution confirmed that space would be important to the European Union. According to the draft, the EU would upgrade its space policy, possibly by creating a Council of Space Ministers.
