On the 27th April the second Galileo satellite, GIOVE B, will be launched from Baikonur - a positive sign that Galileo is moving ahead! Public procurement is the approach the European Union & European Space Agency are now taking to implement Galileo and achieve the full deployment of the first civil satellite navigation system.

Both technically and politically, the GALILEO project is advancing stage by stage. And alongside the in-orbit validation with the launching of the GIOVE satellites, important political decisions are opening the horizon for this first civil global positioning system. From now on it is the European Union that will fund the deployment of GALILEO with the Commission becoming directly responsible for management of the EGNOS and GALILEO programmes.

The European Space Agency will act on behalf of the Union as prime contractor for the programme.

Itís a change of role for ESA because we are no longer the customers. We are the prime contractor so we are now responsible to our customer, the European Commission, for the development of this constellation with European industry. So, itís a new role, a new culture. But what remains the same is
